General Description: The Director of Adult Education is a full-time, grant-funded exempt position that includes day, as well as some evening and weekend hours. In-district and overnight in-state travel is a requirement of the position. The Director of Adult Education provides leadership and direction to a comprehensive Adult Education program that comprises Adult Basic Education (ABE); General Adult Education (GAE); English as a Second Language (ESL); Literacy; and Job Readiness Training. This position reports to the Vice Chancellor for Learning & Instruction.
Responsibilities include:
Program Management
○ Oversee the daily operations of ASU Mid-South’s Adult Education Center’s main and offsite locations in Cross and Crittenden Counties, including correctional facilities.
○ Prepare and maintain detailed and comprehensive records, files, and reports regarding personnel, facilities, programs, operations, and activities.
○ Oversee the recruitment, hiring, management, and evaluation of program staff, in accordance with institutional policies and procedures.
○ Ensure program’s adherence to all applicable state and federal policies, including but not limited to the Arkansas Division of Career and Technical Education’s Adult Education Program Policies; the Adult Education Advisory Committee Guidelines; the Adult Education Division’s Program Policies for the Administration of the GED® Exam; and the Arkansas Adult Education Assessment Policy and Distance Education Guidelines.
○ Attend at least two of the quarterly meetings of the Workforce Development Board of Eastern Arkansas each year, as required by the State Adult Education Office.
Curriculum and Faculty Development
○ Ensure that faculty and staff participate in all State-mandated training and that faculty licensures and teacher waivers remain current.
○ Conduct regular reviews of instructional materials, student outcomes, and related performance data to assess program compliance with Adult Educational Standards and to continually improve student performance.
○ Facilitate the planning, development, and delivery of new courses, as well as the regular review of existing courses, recommending the addition and/or deletion of courses as appropriate and ensuring the on-going maintenance of accurate course outlines.
○ Coordinate room and instructor assignments, determining the appropriate equipment and supplies needed and establishing a system for monitoring and controlling those inventories.
Grant Development and Fiscal Oversight
○ Prepare, submit, and manage Adult Ed budgets in accordance with State guidelines and institutional policy.
○ Review and approve program expenditures, ensuring that expenses are allocated to the appropriate project number and expenditure type.
○ Conduct monthly payroll reconciliations, ensuring all time and effort recorded on Personal Activity Reports (PARs) are accurate and consistent with budgetary guidelines and limitations.
○ Monitor expenses against the budget for each project managed by the department, ensuring that adjustments to expense patterns are made proactively.
As an instructional leader, support the strategic goals outlined by ASU Mid-South and the Adult Education Section of the Arkansas Division of Workforce Services.
○ Engage in required professional development, including attending state conferences and workshops to learn about program requirements and emerging practices.
○ Complete the required number of professional development hours for program compliance.
○ Establish and cultivate a business advisory council, meeting quarterly to gain feedback on Adult Education programming and assistance with job placement for students.
○ Perform other duties as assigned.
○ Represent Adult Education on assigned college committees and in any required campus meetings.
Qualifications:
Education – Minimum of a master’s degree in education, administration, or related field. If not already licensed in adult education, administrators must become licensed in adult education by the Arkansas Department of Education, Professional Licensure, within three (3) years of the date of initial employment as an adult education administrator, showing academic progress toward completion annually.
Experience: Five years of supervisory experience and five years of experience as a teacher or administrator in education or a related field. (Any exception to these requirement must be approved by the Arkansas Adult Education Division Senior Management Team.) A minimum of two (2) years of experience managing grant budgets from State, Federal, and/or Private entities preferred.
Knowledge and Skills: Attention to detail and ability to create a structured work and learning environment. Excellent communication skills and a commitment to collaboration. Strong working knowledge of Microsoft Excel and Microsoft Teams.
