Summary: Arkansas State University Mid-South is seeking a Director for our TRiO Educational Opportunity Center. This is a full-time, 40 hour per week grant-funded position. Hours include days, some evening hours, occasional weekend hours, and occasional travel required. The Director of EOC reports to the Dean of Enrollment Services and supervises two Academic Coaches and an Administrative Specialist.
Program Description: The TRiO Educational Opportunity Center grant program focuses on the recruitment of nontraditional participants to post‑secondary education or training. However, this is not just a student access program; counselors work individually and in groups with participants who have dropped out of school or college, are unemployed or under‑employed, and need assistance in defining their goals and assessing their skills and knowledge. The program will work with a minimum of 1,000 potential adult participants each year in designated counties in Arkansas and Tennessee.
Education and Experience:
Master’s Degree in education, counseling, social work, business, or other related field is required
Minimum of three years’ experience working with disadvantaged students and managing and/or implementing programs
Minimum of three years supervisory and budget management experience
Experience with Ellucian Banner, Element451, and/or other SIS and CRM software preferred
Competencies / Knowledge / Skills & Abilities:
Ability to manage the program database and analyze data
Ability to monitor the accuracy and currency of participant files with respect to program requirements
Ability to manage grant funds and ensure expenditures adhere to compliance guidelines
Ability to effectively supervise and evaluate program staff
Demonstrated organizational and communication skills
Proficiency in Microsoft Office applications
Duties and Responsibilities:
· Plan, manage, and monitor the EOC program, ensuring effective interaction with other college departments and community agencies to achieve program goals and objectives
· Maintain a current and accurate program policy and procedures manual
· Ensure program activities, expenditures, and records meet federal compliance procedures and adhere to college policy and procedures
· Provide grant orientation and regular follow-up to ensure that EOC staff are familiar with grant objectives, regulations, and compliance issues
· Coordinate training and professional development for EOC program staff
· Supervise and conduct evaluations of EOC employees
· Develop monthly productivity reports, annual budget proposals, and grant reports to be submitted to supervisor timely
· Ensure efficient and effective program implementation and appropriate expenditures of funds
· Monitor participant database records, maintain current information concerning college admission and financial aid
· Coordinate with departments involved with outreach, recruitment, and marketing
· Serve as college liaison with federal agencies for grant-supported activities
· Actively participate in professional development activities in support of grant objectives
· Serve on appropriate college committees
· Perform other grant-related duties as assigned
